It was established to provide an avenue for networking, to share information, to explore collaboration and shared services, and to provide a unified voice to regulators for the church financial sector in Australia. FRANC emerged from a National Church leaders gathering, and has connections with the National Council of Churches in Australia.

FRANC is open to Managers and Senior Executives of Australian church business units. These may include administrators of development funds, insurance schemes, investment or funds management, property management, information technology, procurement and so on. They may be from national, state or diocesan church bodies.
